〈aspire to ～〉 で「～を熱望する, 切望する」。sincerely は「心から, 誠実に」。

aspiring は aspire の現在分詞で、ここはいわゆる「分詞構文」になっています。

　正義と秩序に基づく国際平和を心から熱望して

based はここでは動詞 base の過去分詞。

〈base A on B〉 で「AをBに基（もと）づかせる」「Aの基礎をBに置く」。
